Northeast State Community College employees and students are prohibited from engaging in the unlawful manufacture, distribution, dispensation, possession, use, or being under the influence of illegal drugs or alcohol on the College campus, at off-campus facilities owned or controlled by the College, or as a part of College-sponsored activities. It is important that you know the legal definitions related to hate crimes and hate incidents:

• Hate Crime – A crime which in whole or part is motivated by the offender’s bias toward the victim’s status, whether it be his or her actual or perceived race, gender, religion, sexual orientation, ethnicity, or disability.
• Hate Incident – An action in which a person is made aware that his or her status is offensive to another, but does not rise to the level of a crime.

Some people may have stereotypes of individuals who differ from them in socially significant ways and will use these stereotypes to carry out either crimes or behaviors intended to harm the other person. Report a hate crime or hate incident to the Northeast State Police Department at 423.677.7927 (emergency cell) or call 9-1-1.

Among the objectives of the safety program is to provide students, faculty, and staff with an accessible and efficient mechanism to report Behaviors of Concern. Northeast State encourages all members of the college community to report behaviors of concern and take an active role in campus safety.

The Behavioral Intervention and Threat Assessment (BITA) Committee serves as Northeast State’s central point of contact for behavioral monitoring and threat assessment but is not a punitive or disciplinary board. The focus is on the behavior of concern and the determination of positive resolutions. [NeSCC Policy 03:05:15]

The reporting and prevention of Sexual Violence is a fundamental program objective of the safety campaign. Northeast State partners with several community agencies to provide trauma-informed services to student and employee victims of sexual violence (including but not limited to dating violence, domestic violence, sexual assault, and stalking). These partnerships improve the overall response to sexual violence at the College and provide victims with confidential reporting agencies if needed. Northeast State and these community partners share the goals of preventing sexual violence and creating cultures of consent and respect on the campus and in the community, and of responding appropriately to students and employees who have been victimized. Whether victims of sexual violence or other offenses, individuals can receive assistance, resources, information, and community referrals from campus responders. Tennessee ( TCA § 49-7-2406) defines student-on-student harassment as unwelcome conduct directed toward a person that is discriminatory on a basis prohibited by federal, state, or local law and that is so severe, pervasive, and objectively offensive that it effectively bars the victim's access to an educational opportunity or benefit.
